Overview

The publication of the Antrim and Newtownabbey Local Development Plan 2030 draft Plan Strategy represents a significant milestone for the Antrim and Newtownabbey Borough. The Local Development Plan 2030 will set out the framework for future planning and sustainable development of the Borough until 2030.

This Equality (Section 75) Screening and Rural Needs Impact Assessment (RNIA) is published alongside the draft Plan Strategy for formal public consultation for an 8 week period and the Council is inviting comments during this period, beginning on Friday 26 July 2019 and closing on Friday 20 September 2019 at 5pm.

Please note that comments received after the closing date at 5pm on Friday 20 September 2019 will not be considered and will be subsequently returned.

Why We Are Consulting

Section 75 of the Northern Ireland Act 1998 requires all public authorities, in carrying out their functions relating to Northern Ireland, to have due regard to the need to promote equality of opportunity between persons of different religious belief, political opinion, sex, race/ethnicity, disability, age, sexual orientation, marital status and dependency, and to have regard to the desirability of promoting good relations between persons of different religious belief, political opinion or racial grouping.

The Rural Needs Act (Northern Ireland) 2016 requires Councils and other public authorities to have due regard to rural needs when developing, adopting, implementing or revising policies, strategies and plans and when designing and delivering public services.

The Equality (Section 75) Screening and RNIA sets out the Section 75 Screening Assessment and the RNIA for Antrim and Newtownabbey Borough Council’s Local Development Plan 2030 draft Plan Strategy.  The Council has combined both assessments into one document due to the common steps that have been undertaken to engage with both Section 75 groups and the rural community.
