Local Development Plan - Preferred Options Paper
Overview
We are delighted to launch our Preferred Options Paper (POP) for public consultation.
The POP is the first formal stage in the preparation our new Local Development Plan (LDP) for the Borough and is a consultation document designed to promote debate in relation to key strategic planning issues arising in the Plan area. The POP sets out a range of possible options for these issues, where appropriate and indicates the Council’s Preferred Options in respect of these issues together with relevant justification.
The POP is an important document as it will be used to guide our new Plan and sets out a range of options in relation to how and where development should go within our Borough. It includes options for our settlements, our centres, employment and housing locations as well as a number of other key planning issues.
The POP is published alongside a number of other key documents which are also subject to a 12 week public consultation running from 18 January 2017 to 12 April 2017. These documents have been prepared in tandem with our POP and include a Sustainability Appraisal (SA) Interim Report incorporating Strategic Environmental Assessment (SEA), and Habitats Regulation Assessment (HRA). We have also published an Equality Screening Assessment Interim Progress Report. A number of background evidence papers are also published for public information, along with Antrim and Newtownabbey Borough Council’s Housing Monitor Report 2015 which shows the level of housing built and the remianing potential for housing in all our settlements at March 2015.

Why your views matter
Consultation on the POP is intended to provide all stakeholders with the opportunity to put forward their views and influence the direction of our new Plan from the outset.
The LDP is a spatial land use plan which is primarily about place. It will guide future development and use of land in our towns, villages and rural areas by addressing the spatial implications of social, economic and environmental change. The Plan will balance completing demands and aim to ensure that good development occurs in the right place and at the right time.
This POP consultation provides a key opportunity for everyone with an interest in our Borough to have a say in shaping the future at this early stage of our Plan preparation.

We are holding a number of planning drop in events which may be of interest to you. Please see list of events below.
Planning Staff will also be available at Mossley Mill during normal working hours as part of our public consultation on the POP. Planning Staff are available at Antrim Civic Centre by appointment by ringing 0300 123 6677.
In addition we will also be carrying out a number of engagement events in association with our draft Community Plan. Full details of our draft Community Plan is available on our website at www.antrimandnewtownabbey.gov.uk/communityplan

We will process the findings of this consultation to help us shape the next stage of the Local Development Plan, which will be the draft Plan Strategy.
